As part of the Simplified Approval Process (SAP) of the Green Climate Fund (GCF), this mission involved preparing a structured concept note for the “Agadir, Sustainable and Low-Carbon City” project. The overall objective is to position the city as a model of urban sustainability, integrating principles of green urban planning, climate resilience, and low-carbon development.

The project pre-feasibility, including the identification of impacts, stakeholders, and environmental and social risks
Preliminary budget assessment, enabling the estimation of the project’s financial requirements
Full development of the Concept Note, in compliance with GCF requirements under the SAP, including all necessary annexes
